FRAN TOKAR: Frank is recognized tonight for his longtime work among special groups of athletes — those participating in the Special Olympics. Fran has been a leader in State Special Olympics since its inception in 1968, and his election to state president is reward for his many years with the mentally handicapped. He received the Eunice Shriver Award in 1976 for his dedicated volunteer work from the Joseph Kennedy Jr. Foundation, national sponsor of the Special Olympics. He also has received the Chemung County Chamber of Commerce Builders Award in 1977, the Elmira Heights Rotary Man-of-the-Year citation in 1981, and the Big Flats Lions Club Community Service Award in 1979.
